Performance contracts for Masvingo council staff

Management at Masvingo City Council have signed performance contracts aligned with the local authority’s Strategic Plan and the National Development Strategy 2 (NDS2).

Performance contracting is understood as a tool to enhance efficiency, transparency and accountability in governance systems.

The signing ceremony was presided over by Mayor Aleck Tabe, ostensibly marking a renewed commitment to set clear service delivery targets.

In his address, Tabe commended the initiative, stressing the importance of measurable targets and accountability within council operations.

“Performance contracts are critical in ensuring that we set clear targets, monitor progress and deliver tangible results to our residents. This initiative will strengthen accountability and improve the quality of services we provide as a council,” said Tabe.

Speaking at the event, Town Clerk Edward Mukaratirwa emphasised the importance of innovation, dedication and teamwork in enhancing council performance.

“The signing of these performance contracts is a clear demonstration of our collective commitment to accountability, efficiency, and excellence in service delivery,” said Mukaratirwa.

He urged officials to embrace new ideas and work diligently to improve service delivery standards.

Mukaratirwa noted that aligning council operations with the national development agenda ensured that council played a meaningful role in advancing the country’s socio-economic transformation.

Tabe was recently named First Runner-Up in the President’s Performance Excellence in Service Delivery Awards under the Mayor/Council Chairpersons for Local Authorities category.

In last year’s awards, Mukaratirwa was named the country’s best town clerk.
